City of Heroes, allows players to create characters with completely original costumes and powers, then fight criminals and villains who are terrorising Paragon City. In City of Villains, players get to show off their bad side by creating villainous characters whose job it is to build a criminal empire and wreak havoc in the Rogue Isles.
